General Municipal Regulation

The General Local Bye-Law (APV) is adopted by the municipal council and applies to everyone within the municipality. The APV describes rules relating to public order and safety, supervision of catering establishments, road safety, protection of the environment and organizing events, among other things.

It is possible that the General Municipal Bye-Law sometimes needs to be amended because national regulations change or because the situation in the municipality requires it. In some cases, subjects from the APV are further elaborated in policy rules or areas are determined where a certain prohibition applies.

Supervision

Violations of articles in the APV and related policies are subject to sanctions. These can amount to up to three months' imprisonment or a fine. The municipality of Kerkrade has appointed supervisors to ensure compliance with the APV. In addition, the police can also take enforcement action. It is possible for a court ruling on a violation of the APV to be made public.
