Asbestos removal

Are you planning to do some DIY, renovate, or demolish a house that was built before 1994? If so, you may still encounter asbestos. Asbestos can be found in roof panels, facade panels, floor coverings, chimneys, and air ducts, for example.

Asbestos fibers are hazardous to your health. More information about asbestos can be found on the website of the Environmental Information Center.

Do you want to remove asbestos? Then you must always submit a demolition notification. You can submit the notification via the Omgevingsloket (Environment Desk).

Submitting a demolition notification is free of charge.

Report start and end of remediation 

The South Limburg Environmental Agency monitors the removal of asbestos. They supervise from the start of the work until the asbestos is disposed of.

Therefore, you must report both the start and end of the remediation via coordinatieteam@odzl.nl.

This must be done in all situations, i.e.:

  • if you remove the asbestos yourself
  • and if a specialized company does this for you

Notify us of the start of the remediation at least two working days before you begin demolition. If the end date of the remediation work is already known, you may include this in the same email. 

Not sure when the remediation will be completed? You can also report the end of the remediation separately. Please do so no later than 1 business day after the remediation has been completed.

Recognizing asbestos

Asbestos is not always easy to recognize. It occurs in more than 3,500 types of applications. It can therefore be found in many materials that were used before 1994. Asbestos usually has a white to light gray fibrous structure. 

Asbestos can be found in, among other things:

  • flat sheets, such as roof boarding
  • flat facade panels with coating (e.g., for exterior facades and galleries)
  • chimneys or air ducts (for a stove, central heating system, or ventilation duct)
  • flower boxes
  • corrugated sheets (on roofs of barns or garages)
  • sewer or standpipe (e.g., toilet drain)
  • fire-resistant board (under a central heating boiler, in a central heating cabinet, staircase or ceiling)
  • vinyl flooring or old carpeting (with an asbestos-containing backing)
  • old household appliances
  • putty or filler
  • insulation around pipes
  • roof slates

Removing asbestos yourself

You may remove a small amount of asbestos yourself. This applies to a maximum of 35 square meters per cadastral parcel.

You may only do this with the following materials:

  • Corrugated sheets (not roof slates)
    The corrugated sheets must:
    • be tightly bound (the fibers are firmly attached)
    • screwed, not nailed
    • not damaged, not broken, and not weathered
  • Non-glued floor coverings or floor tiles. You may remove these yourself as long as they are not glued down.

For all other types of asbestos or larger quantities, you will always need a certified company.

If you want to remove asbestos yourself, you must always report this via theOmgevingsloket(Environment Desk). Do this at least 5 working days before you start.

If your demolition notification is not yet complete, the South Limburg Environmental Agency (ODZL) will contact you on behalf of the municipality. 

If your notification is complete, ODZL will assess and review it. You will hear within five working days whether you will be granted permission to demolish. ODZL will send you confirmation of receipt of your demolition notification.

Step-by-step plan for removing asbestos yourself

  1. Submit the demolition notification at least 5 working days in advance viathe Omgevingsloket(Environment Desk).
  2. Received permission?
    1. Always remove corrugated sheets in one piece, so do not break or saw them.
    2. Moisten the material with a plant sprayer. This prevents fibers from spreading.
    3. Always wear a P3 face mask.
  3. Wrap the asbestos in sturdy, airtight plastic (at least 0.2 mm thick). Health double, overlapping seams.

Safety 

Pay close attention to your own safety and that of your neighbors.

Have asbestos removed by a remediation company

Are you having asbestos removed by a certified remediation company?
Then the company must first draw up an inventory report. This report must contain:

  • what type of asbestos is present
  • where exactly the asbestos is located
  • which removal method is required

Who submits the demolition notification?

Ask the remediation company if they can arrange the demolition notification for you.

If they do not do this, you must submit the demolition notification yourself via the Omgevingsloket (Environment Desk)
. Do this at least 4 weeks before the work begins.
Also attach the inventory report to your notification.

Assessment by ODZL

If your demolition notification is incomplete, the South Limburg Environmental Agency (ODZL) will contact you on behalf of the municipality. If your notification is complete, the ODZL will assess and review your demolition notification. You will be notified within four weeks whether you have been granted permission to demolish. The ODZL will send you confirmation of receipt of your demolition notification.

Reporting that asbestos is not being safely removed by others

Is demolition work taking place in your neighborhood and do you think that asbestos is being removed unsafely? If so, report this to the South Limburg Environmental Agency (ODZL). You can report this 24 hours a day.

ODZL then checks whether permission has been granted for the asbestos removal.
If this is not the case, ODZL will act as an enforcement agency or inform the municipality.

Illegal asbestos dumping

If you find asbestos on the street or in a public (green) area, you can report this to the Environment and Construction Department of the municipality of Kerkrade by calling 14 045 or report it to the living environment via BuitenBeter.
