The municipal council is the highest governing body of the municipality. Kerkrade City Council consists of 29 members. All members are members of a political party, a political group and are directly elected by the voting residents.

The members of the municipal council usually perform their duties in addition to their regular work. They receive financial compensation, which depends on the number of inhabitants of the municipality.
