Disabled parking permit application
What is it?
A disabled parking permit allows you to park in disabled parking spaces in the Netherlands and most European countries. However, you must follow local parking rules.
There are 3 different Maps:
- Driver card: Do you have problems walking and still drive your own car? Then you can apply for a driver's card.
- Passenger card: Do you have problems walking and are constantly dependent on the person transporting you? Then you can apply for a passenger card
- Institutions Map: Healthcare facilities can apply for a general disabled parking map for transporting residents with disabilities. This way they do not have to apply for a Map for each resident separately....
You can also apply for a combination of a driver card and a passenger card. For example, if you are permanently wheelchair-bound.
The disabled parking permit is also known as a gpk.
How does it work?
- The parking ticket is in a person's name.
- The Map is not registered.
- You can use the Map for any car.
- The parking pass is valid for up to 5 years.
Are you applying for a disabled parking permit? Then an independent medical advisor will examine your limitations. the municipality determines which medical advisor will conduct the examination.
Am I eligible?
Are you permanently wheelchair bound? If so, you are eligible for a handicapped parking permit.
Are you not permanently wheelchair bound or do you have another condition or a severe disability? If so, you may also qualify for a disabled parking permit under certain Requirements . Before applying, make your own assessment of whether you qualify for a handicapped parking permit.

What to do?
If you are eligible for a disabled parking permit, you can apply for one at the municipality. You can do this in three ways:
Apply online
You log in with your DigiD or citizen service number. You pay with iDEAL. You will immediately receive a confirmation of receipt by e-mail. This confirmation states what the next steps are.
Has the validity period of the GPK expired? Then apply for a GPK extension. This also applies if the GPK was previously awarded to you by another municipality.
Download application form
Print the form for an initial application or for a renewal and drop it off at the Civic Square of the City Office. You must make an appointment for this by phone. You pay at the time of application. Paying by PIN is our preference.
Request by phone
Request the application form by phone at 14 045. Please indicate whether it is a first application or an extension. Complete the form and hand it in at the Civic Square of the City Office. You must make an appointment for this by telephone. You pay at the time of application. Payment by PIN is our preference.
For the GPK you need 1 recent passport photo that meets the requirements of the government (original passport photo, no scanned images or copies)
Please note that if you return a form by mail, we will not process it! We will only process an application form if you bring it and pay for it through Citizen's Square or have paid online via iDEAL.
What does it cost?
There are fees associated with an application for a disabled parking permit.
You pay this fee for the examination done to determine your eligibility for a handicapped parking permit.
Even if your application is rejected based on this review, you must pay these fees. If your application is rejected, you will not receive a refund of the amount paid in advance.
Applying for a driver card or passenger card costs €99.45 (rate 2025).
The application for renewal of a driver or passenger card costs €37.60 (rate 2025).
How long does it take?
The municipality will make a decision within 8 weeks of receiving your application. This period may be extended once.
