Free low-income library membership helps address low literacy in Kerkrade

Reading, learning language and actively participating in society: it starts with access to knowledge. This is why low-income Kerkrade residents can join the library free of charge through the SCA (Social Cultural Activities) scheme. As a municipality, we are bringing extra attention to this existing scheme, especially now during the summer and summer vacations, to encourage residents to visit the library.

Difficulty with reading, writing and math

In Kerkrade, 1 in 4 residents has difficulty with reading, writing and/or arithmetic. Often this also goes hand in hand with limited digital skills. Together, we call these skills "basic skills."
If you have difficulty with these skills, it is difficult to participate well. Think of looking for work, understanding letters or helping your child with school. That's why low-income Kerkrade residents receive a free library subscription through the SCA scheme.

The library helps

Alderman Roland explains, "Language proficiency is the key to equal opportunity. Those who can read and write well have more control over their lives. At school, at work and in society. The library helps with this. Not only with books, but also with courses, language help and activities. Therefore we want all residents, including people with a small budget, have access to these facilities. With the free membership we ensure that the library is and remains an accessible place for everyone in Kerkrade."

Who is the free membership for?

Membership applies to HuB Library Kerkrade, Library Eygelshoven and the Service Point Kerkrade-West. Residents aged 19 or older with an income up to 120% of the social assistance standard can apply for a free subscription. A membership to the library is free anyway for children and young people up to age 25. 

Reading during summer vacation

Especially in the summer, when schools are closed, the library is an accessible and pleasant place to keep busy with language, for children and adults alike. Browsing through the books, taking part in an activity or practicing language through play: it is not only fun to do during the vacations, but you will also learn something!
