Pupil Transport

What is it?

Every student from Kerkrade has the right to a good school that is a good fit for the student. That is why there are rules about reimbursing the transportation of pupils. This involves transportation to the school that is closest, appropriate and has room for the pupil.  

This usually involves reimbursement of the cost of transportation. The student may also be taken to school by "adapted transportation" (cab van).

The rules of Pupil Transport are contained in the Pupil Transport Regulation of the Municipality of Kerkrade 2014. The rules are briefly explained below. 

Who is pupil transportation for?

In the regulation, we refer to a "disabled pupil. This is a pupil who cannot travel independently by public transport due to a physical, mental or sensory disability. Not even with accompaniment.

A behavioral disorder or other disability is not included in the term disabled student. 

  • A disabled pupil is entitled to reimbursement for pupil transportation. It does not matter the distance between where the pupil lives and the school.
  • A non-disabled student attending an elementary school is entitled to pupil transportation reimbursement only if the school is 6 kilometers or farther from where the student lives.

Type of compensation

  • First, the cost of the bicycle is reimbursed.
  • Is the student unable to ride a bicycle to school? Then you may get what is called a For Each Other Pass from Arriva.
  • In some cases, companion costs are reimbursed. For example, if a student cannot travel alone on public transport. You will then receive a companion pass from Arriva.
  • In some cases, you can get a mileage allowance for the car (if you bring your child by car).
  • If the student cannot travel to school by public transportation (even with accompaniment), you may get adapted transportation (the "cab van").
    You can also get adapted transport if the travel time with public transport is very long. And by traveling with adapted transportation, the travel time is a lot less. Or if there is no public transportation available.
  • Or if counseling is impossible or leads to serious harm to the family.

Both parents are responsible for the pupil's school attendance. If accompaniment to school by the parents is not possible due to, for example, work or education, Health other children or the lack of a social network, this does not count as a special circumstance for the granting of adapted transport. A special circumstance exists if your situation is significantly different from that of other families. It is sometimes also possible for internship transportation to be reimbursed.

How does it work?

It is important for students to be able to manage themselves. And that they can take care of themselves. We want students to get better and better at this. That's why we always look first for reimbursement of the cost of transporting a bicycle.
If a student cannot use a bicycle or moped to get to school, then reimbursement for other types of transportation is possible. 

It is always about the school that has room, is the closest and that suits the pupil. 

If your child does not attend the closest and most appropriate school, then the student is not entitled to reimbursement for pupil transportation. We sometimes make an exception. For example, if transportation to the other school is cheaper. Or if you can explain why the nearest school does not suit the pupil.

To calculate the distance between where the student lives and the school, we use the ANWB route planner. We then keep the shortest route.

You can apply for (reimbursement of) school transportation online using our digital application form. It is best if we receive your application by June 1, 2026. If your child is 11 years old or older, you must also complete and submit a transportation development plan; you can do this through the digital application form.

How does it continue?

We will review your form based on the regulation. After this, you will receive a letter. We call this letter a decision. In this decision you can read whether you are entitled to (a compensation for) student transport and in what way.

Please note that the application:

  • completely filled out;
  • signed;
  • the requested information is included.

Otherwise, we may choose not to review an application.  

What does it cost?

In most cases, you pay nothing for pupil transportation. However, you may have to pay something. This depends on the type of school the student attends.

If your child needs transportation to a school for regular primary education, the municipality may ask for a contribution, called the threshold amount. This depends on how much you earn (the joint family income).

If the distance from the home to the nearest accessible school for primary education (as referred to in the Primary Education Act) is more than 20 km, the stipulated funding is reduced by an amount dependent on the financial ability of the parents (see Article 15 of the Regulation).

How long does it take?

The municipality will make a decision on your application within 8 weeks. If necessary, this decision can be postponed for 4 weeks. We will send you a letter about this.

Communicating changes

Perhaps something changes during the school year. For example, you move or the student goes to another school. It is important that you notify us of this change immediately. This can be done by mail or by phone.
