At the top of the organizational chart are the college and council. 

In the structure under the council is the clerk. 

In the structure under the college is the general manager. This is in charge of the entire civil service organization. 

The civil service organization is divided into three areas: 

  • Domain Citizen
  • Domain City
  • Domain Governance

The following departments fall under Domain Citizen: 

  • Department of Policy Work and Welfare
  • Youth, Income and Health Policy Department
  • Work & Income Department, divided into the Front and Back Office cluster and the Mid-Office cluster
  • Health Department, divided into the WMO cluster and the Youth cluster
  • Civic Square Department, with the Front Office cluster under it
  • Department of Public Order and Safety, with the Enforcement Cluster under it

The following departments fall under Domain City: 

  • Flexiforum Department
  • Urban Management Department, divided into the Infrastructure Projects & Civil Engineering cluster, the Support cluster, the Neighborhood Management (Infrastructure) cluster, the Neighborhood Management (Clean, Safe, and Well-Maintained) cluster, and the Neighborhood Management (Green) cluster.
  • Urban Development Department, divided into the Policy and Development cluster and the Area Development and Projects cluster
  • Environment and Construction Department, divided into the Construction, Real Estate, and Geo Cluster and the Environment and Enforcement Cluster

Governance includes the following departments: 

  • Finance Department
  • Business Control Department
  • Human Resources and Organization Department
  • Communications and Marketing Department
  • Information and Facility Management Department, divided into the Information Management cluster, the Information Services cluster, and the Facility Management cluster
  • General and Legal Affairs Department, divided into the Legal Affairs Cluster and the Administrative Support Cluster
