Social and cultural activities, apply for municipal contribution
What is it?
The municipality of Kerkrade wants adults, young people and children from low-income families to be able to participate in (Kerkrade's) society.
Are you a resident of Kerkrade, are you 19 years or older and do you come from a family with a low income? Then you can apply to the municipality for an allowance for Social Cultural Activities (allowance SCA). This allowance allows you and your family to participate in activities that would otherwise be too expensive.
You are entitled to SCA reimbursement if your family income is less than 120% of the social assistance standard applicable to you.
How does it work?
You can apply for an allowance for general Social and Cultural Activities. You can use this allowance for, for example, a subscription to a sports or recreational club, participation in music and/or dance lessons, visits to a swimming pool, theater, concert, museum, cinema and/or amusement park. But also for a season ticket for Roda JC, Gaia Zoo, Continium, a subscription to a newspaper or (trade) magazine, trade union and senior citizens' association or participation in a computer course. You can also use the amount to pay for your internet subscription.
Have you already received an allowance for your child(ren) aged 4 to 18 from the Leergeld Parkstad Foundation or the Jeugdfonds Sport en Cultuur? Then you can apply once a year for your family for an additional reimbursement SCA.
The municipal contribution for social cultural activities is provided once per person, per calendar year. You must apply for the contribution in the calendar year that the expenses were actually incurred. This can be either before or after the expenses have been incurred. You can submit an application by picking up the form at the City Office, Markt 33 in Kerkrade or print out and complete the form at the bottom of this page.
The municipality assesses per person whether you are entitled to the municipal contribution. The municipality then looks at your income situation and the costs associated with the activity.
Contribution for school-age children
Do you have a school-going child aged 4 to 18? Then you can apply for a contribution from the Foundation Leergeld Parkstad, or the Foundation Jeugdfonds Sport en Cultuur. The contribution depends on the costs incurred. You will not receive any money yourself, but the foundation Leergeld Parkstad pays the bills.
Family contribution
Have you already received an allowance for your child(ren) aged 4 to 18 from the Leergeld Parkstad Foundation or the Jeugdfonds Sport en Cultuur? Then you can apply once a year for an additional reimbursement for your family. To do so, you must attach the proof of the allocation you received from Stichting Leergeld Parkstad or the Jeugdfonds Sport en Cultuur to the application.

The amounts (net) below are 120% of the January 1, 2025 welfare standard (including vacation pay).

What to do?

- complete and submit the application form for social cultural activities digitally (log in with DigiD)
- Print the application form below, fill it out and drop it off at or send it to the municipality
or - pick up the application form at the City Office, Markt 33 in Kerkrade
What should I bring?
In each case, the municipality will request the following information from you:
- A valid proof of identity (a driver's license is not a valid proof of identity on which there is no Citizen Service Number)
- Evidence of your income and that of your partner, if any, for example, pay stubs, benefit letter or turnover records, but preferably not bank statements.
How long does it take?
After making the application, you will receive written notification from the municipality within 8 weeks.
