Finding your first home is difficult for many first-time buyers. Houses are expensive, and a mortgage alone is often not enough. That is why the municipality of Kerkrade offers a starter loan. This additional loan makes buying your first home more affordable. In this way, the municipality helps you buy your first home.

What is a starter loan?

A starter loan is an additional loan on top of your regular mortgage. You use this loan to pay the difference between what you can borrow from the bank and the price of the home.

The starter loan consists of two parts:

  1. Starter loan – you repay this portion every month.
  2. Combination loan – this part grows initially and allows you to avoid monthly payments during the first few years.
     

Term and payment

The loan term is 30 years. You pay no interest or repayments for the first 3 years.
From year 4 onwards, you pay interest and repayments every month.
If you are unable to pay the monthly costs after 3 years, you can request a reassessment from SVn. You may then pay less or nothing for a temporary period. You can always make additional repayments on the loan without penalty.

How much is the starter loan?

Maximum purchase price of the property: €345,000
Maximum starter loan: 20% of the purchase price
That is a maximum of €56,000.

Requirements: when are you eligible?

You can apply for a starter loan if you:

  • buying a home for the first time;
  • buys a house in Kerkrade or Eygelshoven;
  • your income is not sufficient to obtain a mortgage (according to the standards of the National Mortgage Guarantee).
  • purchases a home for a maximum of €345,000 (excluding buyer's costs);
  • lives in the Netherlands and has not previously owned a home;
  • will occupy the property themselves
  • takes out a mortgage with a National Mortgage Guarantee (NHG);
  • arranges the starter loan at the same time as your mortgage at the notary;
  • may use the energy-saving budget for sustainable measures.

The scheme was drawn up in collaboration with the province and the Dutch Housing Incentive Fund (SVn). The official rules are set out in the Kerkrade Municipality Starter Loan Regulation.
 

How to apply for a starter loan

You can apply for the starter loan after your offer has been accepted and you have a purchase contract (or sign it within a week).

Step 1 – Target group check with the municipality

Request the target group verification form from the municipality of Kerkrade. Send an email to gemeentehuis@kerkrade.nl or call 14 045. Include the following in your email: your name, telephone number, current address, and the address of the property you wish to purchase.

Step 2 – Receive allocation letter

Are you part of the target group? If so, you will receive an allocation letter from the municipality.

Step 3 – Apply to SVn

With this letter, you can apply for a starter loan digitally via SVn.
Please note: starter loans are available as long as the budget allows. Applications are processed in order of receipt.
