Subsidy scheme to meet costs of checking corona access cards

You can use the grant for this purpose:

• Covering personnel costs (this includes wages, vacation pay, pension contributions due, social security charges, the costs of recruitment, selection, administration and management of employees);
• Covering material costs (this includes equipment to perform the scans)
• VAT due on the above costs. (Costs are thus reimbursed including the VAT paid. The VAT compensation fund cannot be claimed for this paid VAT.

These are the Requirements for the grant:

• You can only apply for a grant as a hospitality company, sports club, cultural institution or other enterprise, which is required by the temporary regulation measures COVID-19 to check visitors for a corona admission ticket;
• You can apply for the grant to offset the costs you necessarily incurred from September 22, 2021 to December 31, 2021;
• You can apply for the grant through Jan. 9, 2022.

The following costs expressly do not qualify the contribution:

• costs for obligations incurred before Sept. 22, 2021;
• costs for activities for which a specific allowance or other financial contribution has already been provided by the State;
• costs of activities for which there is a right to a sales tax deduction under the Turnover Tax Act 1968 or a right to compensation under the VAT Compensation Fund Act.

This is important for you to know:

• We collect all applications. If the total amount exceeds the grant ceiling, we divide the grant pot proportionally (pro rata).
• Between January 10 and January 31, 2022, the applicant's eligibility or partial eligibility will be assessed. Applicants will be notified of the outcome of that assessment. If granted, applicants will receive the compensation in the second quarter of 2022.
• Invoices that an applicant receives from third parties cannot be forwarded directly to the municipality for payment. An applicant must first pay them himself and can then claim the relevant amount from the municipality.
• A requester for reimbursement agrees to the national regulations surrounding corona ticket verification. The Municipality of Kerkrade has the right to reclaim the reimbursement (in whole or in part) or not to make payment if:

1. incorrect information has been provided that affects the amount of compensation;

2. it is subsequently found that the allowance was used for activities other than those for which it was intended;

3. competent supervisors note that the mandatory control of corona access cards and identity documents is not being carried out (properly);

4. the funds are not disbursed to the municipality by VRZL due to failure to meet applicable requirements.

You will need this to apply for the grant:

A request for reimbursement can be emailed to gemeentehuis@kerkrade.nl no later than Sunday, Jan. 9, 2022, with the subject line "request for contribution compliance with CTB monitoring obligation."

The request must include at least the following information:

• Name of company/organization/association
• Chamber of Commerce number
• Contact name
• Phone number
• Email address
• Description reason
• Date activity(ies) cost reimbursement
• Cost reimbursement amount including VAT
• Account number + name of account holder (IBAN)
• Supporting Evidence.
  Documentary evidence must be attached to the application, demonstrating that the requested funds are actually being used to shape corona access control. This can be done, for example, with invoices and/or calculations of costs incurred.
