Request replacement voting card, voter ID or proxy

Did you not receive a voting pass? Or did you lose it or is it broken? Simply request a replacement voting pass.
Voting Pass
Voters receive - no later than 14 days before the election - an invitation to vote at their home address: a voting pass. With a voting pass, the voter can vote in any polling station within the municipality.
The voter brings the voting card to the polling station on election day, along with proof of identity. This proof of identity must not have expired for more than five years.
If a voter is unable to cast his vote in person, he can have another voter do so by proxy.
The polling card shows the address of the polling station nearest to the voter. This does not preclude a voter from casting his vote in any polling station of his choice within the municipality.
Upon relocation
If a voter moves during election time, he may only be able to vote in his old municipality. The address at which the voter is officially registered on the day of candidacy, April 23, 2024, determines where he can vote. The voting card will be delivered to this address.
Voters can apply for a voter ID card. This allows them to vote within the whole of the Netherlands. A voter's pass can therefore be used to vote in the new municipality. Voters can also authorize someone from their old residence to vote on their behalf.
Replacement voting pass
This page will soon allow you to easily apply for a replacement voting pass digitally. It is no longer possible to request a replacement voting pass digitally.
Proxy
Proxy voting is allowed in the 2024 European elections.
Giving an authorization is possible:
- with a proxy card that you can request from the municipality or
- By transferring your voting card.
Private power of attorney
To give a proxy, a voter uses the portion of the voting card designated for that purpose on the back. This is called a private proxy. The voter must fill in the information and he and the proxy must both sign.
A private proxy can only be given to a voter residing in the same municipality. Voters cannot grant a proxy at a polling place. The person being authorized can only cast the proxy vote at the same time as his or her own vote.
When voting, the proxy must show proof of identity or a copy thereof from the proxy giver. The proxy can also show the proxy giver's ID via smartphone or tablet. The proof of identity must not have expired for more than five years on the day of voting.
The Rijksoverheid is trying to prevent abuse with copies of ID documents. People who make a copy of their ID proof are advised to write the following on the copy:
- That it is a copy;
- For whom or what product the copy is intended;
- The date the person issues the copy;
- the voter crosses out his/her citizen service number in the document, including in the strip of numbers at the bottom of the identity document.
A proxy who is eventually able to vote in person may revoke the private proxy. In this case, he must request his voting card converted into a proxy to be returned to the proxy. With this voting card, he can still vote.

Written power of attorney
- Free petitions are available at the municipal Customer Contact Center (KCC) and on our website that allow you to request a proxy certificate.
- You must file this petition no later than 5 p.m. on June 3, 2024, with the municipality where you were registered as a voter on April 23, 2024.
- Unlike a private proxy, the proxy does not have to be registered in the same municipality. If the request is granted, the authorized representative will receive a proxy certificate by mail.
- If the request is granted, the authorized representative will receive a proxy certificate by mail.
- The proxy shall cast the proxy vote at the same time as his or her own vote.
- As a proxy, you are not authorized to revoke the proxy or participate in the vote in person.
- You can cast a maximum of 2 proxy votes at the same time as your own.

Authorization by transfer of your voting card
- After receiving your voting card, you can transfer it to another voter up to and including the day of voting.
- Both you and the proxy are registered as voters in the same municipality on the day of candidacy (23-04-2024).
- The proxy shall cast his proxy vote at the same time as his own vote.
- A proxy granted by transfer of the voting card may be revoked by the proxy until the proxy vote is cast.
- A voter may not accept more than two designations as a proxy.
Maximum of 2 proxies
The authorized person may accept a maximum of two proxies. He can cast the proxy vote only at the same time as his own vote. The authorized person presents the proxy certificate to the polling officials, who then checks his identity and papers.

If a voter wants to vote for European elections in a municipality other than where he lives, he can apply for a voter card. With an electoral pass, a voter can vote in all Dutch municipalities.
A voter can only vote with this voter card and he will not receive a new card if the voter card is lost. When voting, the voter hands his voter card and an identity document to the polling station.

Written request
A written request for a voter ID card must be received no later than five days before the election. You must submit this petition to the municipality where you were registered as a voter on April 23, 2024 by 5 p.m. no later than June 3, 2024.
A form is available for this purpose at the municipality's KCC and online through our website. A copy of your identity document must be attached to the request.

Oral application
An oral application for a voter card can be made no later than noon on the day before voting. The voter must then go in person to the town hall where he is registered as a voter on the day of candidacy. The request must also be accompanied by a copy of a document referred to in Article 1 of the Compulsory Identification Act.
