Stores open, cyclists walk!

Reports of nuisance have been received from various parties, such as shopkeepers, local residents and visitors to the center. It was therefore decided to introduce, as a pilot, a bicycle ban in part of the pedestrian area during store opening hours.

Reason and purpose
Collisions between pedestrians and cyclists (this includes e-bikes and fatbikes) regularly occur in the center of Kerkrade. This causes unsafe situations and a reduction in the shopping experience. Especially at busy times, such as during shopping hours, it is difficult for pedestrians to move freely and safely through the center. The city council decided a few years ago that bicycle traffic would be welcome within the pedestrian area in the center. One of the reasons for this pilot is the increasing difference in speed between pedestrians and cyclists. 

Alderman Alexander Geers (Traffic and Transportation) said, "Implementing a bike ban in the center of Kerkrade is a necessary step to improve safety and livability in our downtown area. We strive to create a pleasant and safe environment for all our residents and visitors."

The purpose of the bicycle-free zone is to:
- Ensure pedestrian safety in the town center.
- Improve the shopping experience and enjoyment of stay in the Kerkrade town center.
- Create a clear boundary between pedestrian and bicycle traffic during the busiest times.

Development of the measure
Part of the current pedestrian area in the center has become a bicycle-free zone, as shown on the drawing below, with the following Requirements:
- Time period: The prohibition is valid during the regular opening hours of the stores. From Monday to Saturday from 09:00 to 18:00 and on Sunday shopping.
- Signs and communication: Legally required traffic signs are posted at the boundary of the bike-free zone. Will be communicated about the implementation of the ban through various channels such as the municipal website, social media and local newspapers.
- Pilot: The pilot of the bike-free zone will be evaluated after one year. This will be done based on experiences of shopkeepers and residents. They can contact the center manager with questions or comments.
- Markt: We believe that the markt and adjacent streets are suitable, and of sufficient width. We will work with business owners to see if problems can be addressed locally and impeding measures.
- Enforcement: In the first period, the main focus will be on awareness, followed by targeted checks and possible fines when rules are not followed. Given the limited capacity in enforcement, it is unfortunately not possible to put full focus on enforcing this ban.
