Hold demonstration or protest action

What is it?

In the Netherlands, anyone may organize a demonstration or protest. This is a fundamental right. If you want to demonstrate in a public place, report this to the municipality at least 48 hours in advance. This way, an assessment can be made in time as to whether measures are necessary. For example, for traffic and safety.

How does it work?

It is important that the demonstration does not disrupt public order or endanger the safety of citizens. Therefore, consult in advance with the municipality, the police and possibly the fire department. They provide, for example, crowd barriers and road closures, first aid and, if necessary, guidance by officers.

When may the municipality prohibit a demonstration?

  • You reported your demonstration late to the municipality.
  • You did not provide the municipality with the required information in time.
  • In the interest of traffic and road safety.
  • To prevent rioting and aggression.
  • To protect health.

The content of a demonstration should never be the reason for a restriction or ban.

What to do.

You report your demonstration to the municipality. Do this at least 48 hours before you hold the gathering. Provide the municipality with the following information:

  • your name and address
  • the purpose of the meeting
  • date of the meeting
  • what time the meeting starts and ends
  • the place and/or the route
  • number of people you are expecting
  • measures you take as an organizer to ensure the meeting runs smoothly

The municipality may attach Requirements to the gathering. The municipality may also prohibit your event.

Fundamental Right

Freedom of demonstration and assembly is a constitutional right in the Netherlands. The only condition is that you do not disturb public order or endanger the safety of citizens. This is what the municipality must pay attention to, which is why you must report it.

What is a manifestation?

A manifestation is the open and group action to publicly express commonly shared thoughts, feelings or wishes in religious, political or social fields. A manifestation must be peaceful in nature and expression must be paramount.
