Digital Buyers' Portal and Registry

Are you a dealer or buyer of secondhand goods? For example, cars, cell phones, laptops, jewelry, or other valuable used items? If so, you are legally required to register with the Digital Buyers Portal (DOL) at and to record your purchases and sales in the Digital Buyers Registry (DOR).

The DOL and the DOR are used to ensure that the trade in secondhand goods remains transparent and safe. The goal is to prevent and combat theft and the handling of stolen goods. The illegal buying and selling of stolen goods is known as the handling of stolen goods. The handling of stolen goods is a criminal offense.

This registration makes trade more transparent and helps us work together to reduce crime.

Register with the DOL

Are you a business owner or dealer in secondhand or used goods in Kerkrade? If so, you are legally required to register through the Digital Buyers’ Portal (DOL).

Registration with the DOL is free. You only need to register once. You will then receive a username and password. The municipality and the police will be notified of your registration.

In addition, you are legally required to register your secondhand goods in the Digital Buyers Register (DOR). Use of the DOR is free. You can also easily manage your inventory through it.

Laws and Regulations

The rules for merchants and buyers are set forth in national legislation and in the local ordinance of the municipality of Kerkrade. Below are the most important legal frameworks.

Supervision

In Kerkrade, the police and the Supervision and Enforcement Department monitor compliance with laws and regulations governing dealers in used and unregulated goods. Their oversight is aimed at ensuring that dealers conduct their business properly. If criminal offenses are detected, the police and the Supervision and Enforcement Department will take action as necessary.

Rules for Consumers

Are you a consumer who occasionally sells used items, for example, on Marktplaats or to a thrift store? If so, you do not need to register with the DOL or DOR.

You are not a buyer or dealer and are therefore not subject to this registration requirement.

However, the following always applies:

  • Do not sell any goods that you know or suspect to be stolen 
  • If in doubt, ask about the origin of products
