Housing Permit

First, check whether you need a housing permit using the list of ZIP codes and house numbers onthe Local Laws and Regulations website at.

Is the address not on this list? If not, you do not need a housing permit. 

Is the address on this list? If so, apply for a housing permit from the municipality.

Anyone 16 years of age or older who is moving with you also needs a housing permit. You can enter the information for the people who are moving with you on the same form.

You can only obtain a housing permit if: 

• You meet the requirements of the Parkstad Act:
  You have lived in Parkstad for more than six consecutive years, or you have income from employment, your own business, a pension, early retirement benefits, the AOW, or student financial aid.

• A positive result from the police background check:
  If you apply for a housing permit, you will undergo a police background check. This is mandatory. We check whether you have engaged in criminal behavior, caused serious disturbances, and/or misused a residence in the past four years. The police background check results in either a positive or a negative finding. 

These rules are taken from the Kerkrade Municipality Housing Ordinance 2026

If you don't comply with the rules, you won't receive a housing permit and you won't be able to move into a rental home in an area where the Parkstad Act applies. 

You can still apply for rental properties in other parts of Kerkrade where the Parkstad Act does not apply.

Here's what you need to apply for a housing permit:

• The address of the rental home you're moving into in Kerkrade. 
   
• Proof of your income.
  The specific proof of income you need to submit depends on your personal situation. During the application process, you’ll see which documents you need to submit.
   
• A letter of intent: a written statement (letter or email) from the landlord stating that you may move into the residence if you receive the housing permit. 

Are you planning to rent a home from a housing authority? If so , the housing authority will automatically send you a notice with the housing offer, subject to the issuance of a housing permit. This notice serves as your letter of intent. You must include a copy of the housing offer when you apply for a housing permit. You do not need to ask the housing authority for a separate letter of intent.

Are you planning to rent a home from a private landlord? If so, you must request a letter of intent from that landlord. This is a written statement (letter or email) stating that you are authorized to rent the home, subject to receiving a housing permit. You must include a copy of this statement when you apply for a housing permit.

Health that this information is included in the statement:

• the address of the residence;
• the date on which you will begin renting the property.
• the landlord's contact information;
• your name and contact information, as well as those of the people who are moving with you;

Are you planning to move in with someone? You may only move in with someone if you are going to form a long-term, shared household—such as a family or a married couple.
If you are moving in with someone, you always need written permission from the primary resident. To do this, you and the primary resident must completea declaration of cohabitation online at.
