Is rooming house, room rental and home conversion allowed in Kerkrade?

Room occupancy, room rental and home conversion are not allowed in Kerkrade municipality.

This is stipulated in the zoning plan "Parapluplan Stedelijk Gebied Kerkrade 2018" and in the General Local Bye-Law (APV).

  • Definition room occupancy: The occupancy of an un-self-contained dwelling.
  • Definition room rental: The renting out of a non-self-contained housing unit.
  • Definition housing conversion: The conversion of a dwelling into one or more non-self-contained dwelling units for rooming.

Is residential splitting allowed in Kerkrade?

  • Definition residential subdivision: The structural e/o functional division and division of a dwelling into two or more dwelling units for the purpose of establishing more than one household. This creates a minimum of two independent living units in one building, each with its own facilities, such as a bathroom, kitchen, toilet, bedroom(s) and living room and its own lockable entrance.

Simply put, it involves dividing an existing home into multiple dwellings.

Residential separation is not permitted in the municipality of Kerkrade. This is stated in the zoning plan 'Parapluplan Stedelijk Gebied Kerkrade'.

On May 31, 2023, the municipal council adopted the policy rule "Residential division and change of use to residential use municipality of Kerkrade 2023." This sets out the Requirements under which the municipality can cooperate with splitting or conversion.
