Environmental Vision
Kerkrade is working on the environment vision, a future vision of the municipality that provides a look ahead to 2050. Kerkrade municipality considers it important to do this together with residents, entrepreneurs and organizations. We want to involve everyone as much as possible in the development of the town.
What is an environmental vision?
The environmental vision describes the future of our municipality. What should the municipality look like in 2050? All municipal policies on the living environment are included in it. It covers various topics such as housing, traffic, nature, water, construction and economy. The quality of life, safety and health in the city are also important.
The environmental vision replaces the current Kerkrade Structural Vision adopted in 2011. The omgevingswet requires municipalities to develop an environmental vision.
What do residents think of Kerkrade?
We took to the streets in the summer of 2023 and asked residents how they see the future in Kerkrade:

Completed: area safari in the city
During the area safari, street conversations were held in all three neighborhoods (North, East and West). The street conversations took place in the spring of 2023.
Completed: Postcard and online questionnaire
All residents of the city received a postcard from the municipality. With it we invited everyone to share wishes, ideas and images of the future with us through the digital platform Municipality poll. View the results of the poll in the infographic or detailed presentation.
Completed: future dive
Under the guidance of a number of experts, meetings were organized on the future of the city. In these meetings, we talked to different target groups (e.g., housing corporations, welfare organizations, young people, seniors) about the choices and issues of the future.
Completed: exhibition futures
With the results from the questionnaire, the area safari and the future dive, the future images of Kerkrade were drawn up. These future images were presented through a public exhibition in town during the Festival 't Kirchroa va Morje.
Afgerond: Notitie Reikwijdte en Detailniveau
At the same time, the mer procedure for the environmental vision is underway. An environmental impact report is being prepared for this. This report examines all kinds of effects on the environment in our municipality. In this way we discover what effects certain choices have on the residential and living environment and on the environment. This helps to determine which choices we must make for the future. A Scope and Detail Memorandum is the first step. This explains what will be studied in the environmental impact assessment. The reactions of stakeholders to this memorandum can be read in the Memorandum of Views and Opinions.
Afgerond: Ontwerp omgevingsvisie
De ontwerp Omgevingsvisie Kerkrade 2050 – Verrassend Kerkrade, 't sjunste óp de welt – ligt van 6 juni tot en met 17 juli 2025 ter inzage. In deze visie staat hoe Kerkrade eruit kan zien in 2050. De gemeente beschrijft plannen voor gebieden zoals het buitengebied, bedrijventerreinen, het centrum en woonwijken. Ook ligt er een Omgevingseffectrapport (OER) en een verslag over hoe inwoners hebben meegedacht. In deze periode mogen inwoners, ondernemers en andere betrokkenen reageren op de plannen. De vijf belangrijkste ideeën voor de visie zijn op 12 oktober 2024 gepresenteerd tijdens het festival ’t Kirchroa va Mörje.
De ontwerp omgevingsvisie inzien
Voor het inzien van analoge stukken wordt u verzocht met het Klantcontactcentrum (KCC) contact op te nemen, telefoonnummer 14 045. Stukken worden zoveel mogelijk digitaal toegezonden. Een papieren versie van de stukken ligt ter inzage bij het informatiecentrum op de begane grond van het Stadskantoor, Markt 33, 6461 EC. Het stadskantoor is geopend op maandag t/m woensdag 9.00 uur tot 16.00 uur, donderdag van 9.00 uur tot 20.00 uur en vrijdag van 9.00 uur tot 12.00 uur.
Via de elektronische weg is de ontwerp Omgevingsvisie en OER, met bijbehorende stukken, in te zien via het Omgevingsloket

Een zienswijze indienen
Gedurende de inzagetermijn kan iedereen een zienswijze indienen op de ontwerp-omgevingsvisie en het OER, inclusief de bijbehorende stukken. Dit kan digitaal via e-mail aan gemeentehuis@kerkrade.nl Vermeld hierbij altijd het onderwerp ‘Ontwerp Omgevingsvisie Kerkrade 2050’, evenals de datum van uw reactie, uw naam en adresgegevens. Een digitale reactie per e-mail heeft de voorkeur. Ook is het mogelijk om een schriftelijke zienswijze per post in te dienen bij de gemeenteraad van Kerkrade, Postbus 600, 6460 AP Kerkrade. Wilt u een mondelinge zienswijze kenbaar maken? Neem dan contact op met het Klantcontactcentrum (KCC) via telefoonnummer 14 045 om een afspraak te maken.
Still to do: Final environmental vision
De gemeente weegt alle binnengekomen zienswijzen mee bij de besluitvorming. Die zienswijzen komen in een Nota van beantwoording, daaruit blijkt ook of uw zienswijze wel of niet heeft geleid tot een aanpassing van de ontwerp omgevingsvisie. Tegen een omgevingsvisie kunt u geen bezwaar of beroep indienen. De definitieve Omgevingsvisie wordt in het vierde kwartaal van 2025 ter vaststelling aan de gemeenteraad voorgelegd
Wanneer is de omgevingsvisie afgerond?
De omgevingsvisie wordt in de tweede helft van 2025 afgerond. Eind 2025 wordt de visie voor vaststelling aangeboden aan de gemeenteraad.
