Park City Act Takes Effect July 1 in Parts of Kerkrade

Starting July 1, 2026, the Parkstad Act—officially known as the Act on Special Measures for Metropolitan Problems (Wbmgp), also known as the Rotterdam Act—will apply in parts of Kerkrade. The law applies to the neighborhoods of Heilust, Kaalheide, Bleijerheide, Erenstein, Rolduckerveld, and Nulland, as well as several additional streets and housing complexes outside these neighborhoods.

Starting July 1, 2026, new tenants of residential units in designated neighborhoods, streets, and complexes will need a housing permit. With the implementation of this law, the municipality is taking the next step in improving quality of life and safety in neighborhoods where there is significant pressure on the residential environment.

Alderman Alexander Geers: "With the enactment of the Parkstad Act, we are gaining an important tool to make neighborhoods stronger and more resilient. We are working to ensure a balanced composition of neighborhoods so that residents can live comfortably, safely, and with confidence. In doing so, we will continue to handle every application with care and remain mindful of the interests of those seeking housing."

The Parkstad Act allows for the requirement of a housing permit when renting out homes in designated areas. When an application is submitted, an assessment is made to determine whether a prospective tenant meets the “ Requirements ” ( ) set forth in the Housing Ordinance. In this way, the municipality aims to improve quality of life and reduce the likelihood of further accumulation of social problems.

The regulation applies exclusively to new tenants who wish to move into the designated areas on or after July 1, 2026.
