Personal budget (pgb)
You want to purchase help or support using a pgb. This could include help with housekeeping, supervision or a short-term stay in an institution.

Purchasing your own help or support in six steps:
Step 1: The municipality determines what help or support you need
Help or support from the Social Support Act (Wmo) is for people who have difficulty living independently or participating in society under their own steam. This may be due to illness, old age or a disability, for example.
Do you need support from the Wmo? Then you can report this online. Are you unable to report this online? Check the Wmo information page for other possibilities. A Wmo-consultant will meet with you to discuss your needs and possible solutions. We will discuss with you what help or support suits you and whether you need a Wmo measure provision. This is for example help with the household, guidance at home or in a group.
Step 2: You choose between Health in kind and pgb
Does the conversation with the municipality reveal that a customized service is the best solution for your situation? Then the help or support can be arranged. There are two possibilities:
- Health in kind (sense)
- Personal budget (pgb)
1. Health in kind (sense).
You can ask the municipality to arrange support or resources for you. This is calledHealth in kind.
2. Personal budget (pgb).
You get a budget with which you buy your own help, guidance or Health . You look for a suitable care provider yourself. This can be a care institution or an independent care provider. You may also pay someone close to you for help and Health.
You arrange your own appointments with your health care provider(s). You are also responsible for the administration and quality of the Health you receive.

Choosing between a personal budget or Health in kind can be tricky. So can applying for Health. There are many parties and many rules. A client supporter will advise you on the Health that suits you and can help you apply for that Health. Click here for a list of client supporters.
Own contribution for support with a pgb
You pay a co-payment for help or support. It does not matter whether you choose Health in kind or a pgb. The contribution is determined and collected by the Central Administration Office (CAK). Would you like more information about your own contribution? Then click here. On the CAK site there is also a calculation program, with which you can calculate the amount of your own contribution.
Step 3: You apply for a pgb with the municipality
For help or support you want to arrange with a pgb, complete the pgb budget plan. Here you can see an example of the pgb budget plan (Pdf, 268 kB).
You send the completed and signed pgb budget plan to the municipality. This plan will be discussed with you together with the Wmo consultant.

Which organizations will I deal with when I purchase Health with a Pgb?
- The Social Insurance Bank (SVB): The SVB pays the bills of the support workers for you. You must report some things to the SVB yourself:
- submit a care agreement;
- passing on illness of the support person;
- Communicating changes in the care agreement;
- Communicate if someone else will manage your Pgb;
- submitting claims.
- CAK: The CAK calculates the own contribution you have to pay for your Pgb and sends you an invoice for this every 4 weeks.
To qualify for a Pgb, you must be able to direct your Health yourself (be competent), that is:
- You are able to create a plan about how you plan to spend your Pgb;
- You can state why you want a Pgb and why a care provider with whom the municipality has agreements cannot provide this Health ;
- You are able to be an employer;
- You are able to manage the Pgb, with tasks such as concluding care agreements, submitting claims and communicating changes;
- You will see to it that active work is done to achieve the result to be achieved.
If you are unable to do this, you may also leave this to another person who is able to handle the Pgb. This may be someone from your network (e.g. family member) or a legal representative in the form of a mentor or administrator.
Further Requirements
Can I outsource the administration of my Pgb?
If you leave the Pgb administration to someone else, that person is your budget administrator/keeper. The care provider may not manage your budget. The costs of this management may not be paid from the Pgb. You are responsible yourself and you must sign with the budget administrator/holder for joint and several liability of the Pgb.
When am I a fiscal employer?
If your caregiver provides support to you on more than 3 days a week, you are a tax employer and your caregiver has employee benefits. As a fiscal employer, you pay the approximately 20% additional cost out of your own funds.
What can I spend my Pgb on?
You spend the Pgb on purchasing support. You cannot use the Pgb for administration or mediation costs. Neither can you pay your own expenses such as stamps, telephone charges and travel costs from the PGB. The PGB has no freely disposable amount.
How do I get a care agreement?
You must use the care agreements prepared by the SVB. Even if you already have a care agreement from before April 1, 2017, you must submit a new care agreement to the SVB.
Do I have to pay a co-payment?
Yes, you pay a contribution for the support you receive. It does not matter whether the municipality arranges the support or you buy your own Health with a Pgb. You must pay this amount yourself. You may not pay this yourself from the Pgb. The CAK (Central Administration Office) calculates the personal contribution you must pay for your Pgb and sends you an invoice every 4 weeks.
It is important to us that you get good Health .
Therefore, we ask that you include a Certificate of Good Conduct (VOG) and your caregiver's diplomas. The VOG is issued by the municipality where your caregiver resides.
What do you report to the municipality?
You report changes that affect support and the Pgb to the municipality in a timely manner. You also report suspicions of improper use, abuse or fraud to the municipality immediately.
Step 4: The municipality awards the pgb.
Have you applied for help or support? Then you will receive a letter with the decision from the municipality. We call this the decision. It tells you whether your application has been approved or rejected. If your application is approved, the letter will state the purpose of the PGB, the maximum hourly rate for which you can purchase help, the amount of the budget and for how long you can purchase help or support.
Amount of personal budget
You can read about the amount of the pgb in the decision. This amount is a total for the support you receive for a certain period of time. Each year the budgets are set by the municipality. We also index the personal budgets every year. We then adjust them to price changes in the markt .
When does your right to a pgb end?
The decision states the end date of your pgb. The pgb also ends if you:
- is admitted to an institution or hospital for more than two months;
- requests Health in kind instead of a pgb;
- no longer has a permanent residential address;
- use the pgb for anything other than the support granted to you.
- fails to comply with the obligations associated with the pgb.
Are there any such changes? If so, notify the municipality immediately.
Step 5: You enter into care agreements
Who can you buy Health from?
You can purchase Health from a health care provider you choose. This can be a healthcare facility, a private organization or a self-employed person without staff. This can also be a family member or acquaintance.
To determine the amount of the pgb, it is important that you tell us from whom you purchase Health .

Making appointments with your health care provider
You can use the information from the order to make arrangements with your health care provider(s):
- What work will the caregiver do?
- At what times will you receive help or support?
- What do you pay for this.
You put these agreements on paper together with your care provider(s). Use a model care agreement from the SVB for this purpose. You can find it on the SVB website . You can also request a model care agreement by phone at 030-264 82 00.
There are different care agreements for different situations. It is important that you use the correct care agreement. You both sign the care agreement and send it to the SVB.
You will hear from the SVB whether your care agreement has been approved or not.
You are changing health care providers
A change of care provider may affect the amount of your pgb. Therefore, always consult with the municipality before entering into a care agreement with another care provider. To do so, contact the municipality on 14 0 45. If you change care provider, the municipality will need a new pgb budget agreement from you. In that case, you will inform the SVB that you are terminating the contract with the original care provider.
Step 6: You declare your expenses to the SVB
Once the care agreement is approved, you can declare the invoices for the care provided to the SVB. The SVB checks the declarations and pays them directly to the care provider. So you do not get the money in your own account first.
Understanding your pgb
You can manage your pgb affairs digitally and keep track of your pgb on your personal page 'My pgb'. This page can be found on the SVB website. Log in with your DigiD to use it.
Maximum hourly wage
On 'My pgb' you will also see a maximum hourly wage. This amount is several euros higher than the hourly wage allocated to you. It is important for you to know that this maximum hourly wage (at the SVB) is not the same as your assigned pgb hourly wage.
If you do decide to pay your caregiver a higher hourly rate than your assigned PGB hourly rate, that is your own responsibility. Because the budget will be exhausted sooner, you run the risk of running short of budget at the end of your indication and having to make an additional payment yourself. In consultation with the SVB, a voluntary top-up is always possible if your budget is insufficient. The SVB can give you more information about this.
Lump sum payment on sudden termination
If the care agreement ends by operation of law and without notice (for example, in the event of admission or death), the caregiver who was paid by you from the pgb may receive a lump sum payment. This is only possible if your budget allows it. This lump sum payment amounts to a maximum of one average monthly salary, calculated over the last 3 months worked. A lump sum can only be paid in the case of an employment contract or a contract of assignment with a partner or family member.
