Proxy voting

Proxy voting in the election of members of the House of Representatives 2025 

The Mayor of the Municipality of Kerkrade announces the following:

At the elections to the House of Representatives, voters in the municipality of Kerkrade can vote by proxy.
This can be done in 2 ways: privately (through the back of the voting pass) or by written request.

A. Private proxy via voting card 

The voter can authorize another voter through the back of the voting card. The proxy who will vote must live in the same municipality as the voter. The voter fills out the back of the voting card. The voter and proxy both put a signature on the voting card.

This can be done up to and including the day of voting. The person who will vote for the voter must cast the proxy vote at the same time as their own vote. The proxy also takes a copy of the voter's ID when voting.

The government wants to prevent misuse of copies of identity documents. 

Are you making a copy of your ID card? Please write the following on the copy:

  • That it is a copy
  • for whom the copy is intended;
  • what purpose the copy has
  • date on which you issue the copy;
  • Make your citizen service number illegible, including in the strip of numbers at the bottom of the identity card.

A voter who ends up being able to vote in person may revoke the private proxy. This can be done by requesting the voting card back from the proxy. With this voting card, he can still vote.

B. Written application for power of attorney

A voter can authorize another voter (the proxy) by written proxy. The voter must apply for this in the municipality of Kerkrade. The voter must be registered as a voter in this municipality on the day of candidacy (September 15, 2025). The person voting for the voter must cast the proxy vote at the same time as his or her own vote.

Digital

Voters can fill out the digital form request voting pass or proxy on the municipality's website starting Oct. 16.

Written by mail

The voter can download the form Model L 8 (Request to vote by proxy) from the Rijksoverheid website. 

Send the completed and signed form to the municipality. Enclose a copy of your identity document.

Your application must be received by the municipality by Friday, Oct. 24, 2025. 

Are you sending the request by mail? If so, please do so well in advance. 

Upon approval, the proxy receives a proxy certificate. The voter's voting card is then no longer valid.
The voter cannot revoke the proxy nor can they vote themselves.

Note: abuse of proxies is punishable by law!

The proxy system is designed to allow voters who cannot vote themselves to still vote. The initiative for the proxy must come from the voter who wants to give a proxy. It is not allowed to actively approach people to give a proxy. This is called recruiting and is punishable by law.

A voter may cast up to 2 proxy votes in addition to their own.
