Voting from abroad

Are you abroad when there are elections in the Netherlands? Then you can still vote. 

The Hague municipality arranges elections for all voters outside the Netherlands. For more information, visit the Voters outside the Netherlands page on the Hague municipality website. 

Voting if you are temporarily abroad

Are you temporarily abroad while there are elections in the Netherlands? For example, for vacation, work or study? But are you registered in the Netherlands? In that case, you can still vote. You can do this in two ways: by written proxy and by letter.

How can I vote by written proxy?

When voting by proxy, you allow someone else in a Dutch municipality to vote for you. That person in the Netherlands must also vote for you himself. You can request a written proxy from the municipality where you are registered. 

  • You will complete a "Request to Vote by Proxy" form (Model L8).
  • You and the person you authorize both sign the authorization form.
  • You must submit the authorization form to your municipality no later than 5 days before the election.
  • The municipality will notify you once your application has been approved.
  • The municipality sends a proxy card to the person you have authorized. With this proxy card, this person can vote for you.

Applying for a written proxy for the Oct. 29, 2025 House of Representatives election can be done starting Thursday, Oct. 16, 2025.

How can I vote by letter?

You can also vote by letter from your temporary foreign address. You can apply for a postal voting certificate from the municipality of The Hague. This can be done via the webpage Temporary abroad during the elections to the House of Representatives

In municipal, provincial and water board elections, you can only authorize someone else to vote for you. Postal voting is not possible in these elections.

For the House of Representatives election on Oct. 29, 2025, your complete application must be received no later than 11:59 p.m. Wednesday, Oct. 1, 2025.

Voting if you live abroad

Do you live outside the Netherlands and are not registered in a Dutch municipality? And do you want to vote in the elections from abroad? 

  • Register yourself once with the Hague municipality
  • The documents with which you can vote will be automatically mailed to you at each election for consultative referendums, the House of Representatives and the European Parliament. Registering again for each election is not necessary.

Registration for the Oct. 29, 2025 House of Representatives election can be done no later than Sept. 17, 2025.

Getting someone else to vote for you

Are you registered as a voter outside the Netherlands? And do you want someone in the Netherlands, Bonaire, St. Eustatius or Saba to vote for you in the elections to the House of Representatives? Then apply for a proxy to.

Your complete application must be received by the Municipality of The Hague no later than Wednesday, September 17, 2025 (11:59 p.m. Dutch time).
