College
The college implements policies adopted by the council and acts as the day-to-day administration of the municipality; just as the Cabinet does nationally.
The college consists of the mayor, the aldermen and the town clerk.
The mayor serves as chair of both the municipal executive and the municipal council. The mayor is appointed by Royal Decree for a term of six years. The mayor is the municipality’s chief external representative, is specifically responsible for maintaining public order, and must ensure that municipal decisions do not conflict with the law or the public interest/node/273.
Aldermen are appointed by the City Council and for four years; the same period as the City Council. Since the introduction of dualism in municipal government in 2002, an Alderman is no longer part of the council and the city council can also appoint an outside person as Alderman.
The college prepares matters for decision by the City Council. In addition, under laws and other regulations, the college has important responsibilities and powers of its own. Mayor and aldermen have divided the administrative tasks among themselves; the so-called portfolio division. Each Alderman and also the mayor has his own portfolio of policy areas. Aldermen, like the mayor, do not have the right to vote at council meetings.
As chief executive officer, the municipal secretary is the head of the municipal organization. He advises and assists the college.
College Program
The municipal executive is developing the details of the coalition agreement into a municipal executive program. In this program, the municipal executive sets out what it plans to do and hopes to achieve in the coming years.
College meetings
The College of the Municipality of Kerkrade generally meets every Tuesday. College meetings are not open to the public.
The mayor and aldermen have voting rights in the college.
In case of absence or absence, the Deputy Mayor shall substitute for the Mayor (in order of 1st and 2nd Deputy Mayor, etc.). In the absence of one of the Aldermen, the other Alderman shall assume his duties unless otherwise agreed.
