Kerkrade Intervention Team

The Intervention Team is an integrated partnership between various municipal departments and partners. The municipal departments involved include Citizen Services, Work & Income, Environment and Construction, and Public Order and Safety. In addition, external partners such as the police, the Labor Inspectorate, and the Tax and Customs Administration regularly join the team.

The aim is to monitor safety, quality of life within the municipality, and fairness in the housing market as preventively as possible. The Intervention Team not only looks for possible violations, but also offers assistance where possible to residents in need of care who find themselves in distressing or unsafe situations. Where necessary, the Intervention Team takes enforcement action by imposing administrative measures such as warnings, penalties, or, in extreme cases, the closure of a property.

Types of checks

The team carries out the checks on the basis of administrative law. This can be done on the basis of the Omgevingswet (zoning plans), the ban on room rental, but also the inspection of catering licenses.

In addition to inspecting homes where unauthorized room rentals, home divisions, or illegal occupancy are suspected, the team also conducts inspections at (hospitality) businesses to check whether they comply with environmental and building regulations.

Cooperation with the police

During inspections, supervisors are always alert to signs that may indicate (subversive) criminal activity. These signs are reported to the police. It is also possible that criminal offenses are discovered during an inspection, such as the discovery of large quantities of hard drugs and cash. In such cases, the police immediately take over the investigation on site.

Attention for vulnerable residents

In some cases, the team has to deal with vulnerable residents, such as migrant workers living in unlicensed rooming houses or families whose children are living in seriously polluted and undesirable conditions. In such cases, the relevant safety and care agencies work together to take appropriate measures and provide support where necessary and possible.

Continue to report signals

The municipality calls on residents to continue reporting suspicions of illegal occupation, overcrowding (too many people in one dwelling), or unsafe situations. Reports can be made (anonymously) via:
