Kerkrade has opted for a housing offensive, focusing on building quality housing in a pleasant living environment . There are many housing projects within the municipality of Kerkrade. Quality and enhancing livability are the guiding principles for all housing plans developed over the next few years. In doing so, we are also looking to provide enough housing for various target groups.

The housing offensive is an important part of Kerkrade's housing vision. The housing vision is the municipality's plan outlining how we want people to live in Kerkrade in the future. Everything to do with housing is reflected in it:
- How many houses are needed (quantity)
- What kind of housing there should be (quality)
- Where these homes will be built (locations)
- For whom the housing is intended (target groups);
- How housing is distributed to people (housing distribution);
- What housing associations do in this regard.
The housing vision helps make clear agreements between the municipality, housing associations and tenant organizations.
